Tom Carbo Moves Up to Director of Housing

The former deputy director will now be leading Howard County's department of Housing and Community Development.

Thomas Carbo, former deputy director of Housing and Community Development, has been promoted to director, according to the county executive’s office.

Carbo will also be the executive director of the Howard County Housing Commission.

“Tom is uniquely qualified for this job; his in-depth knowledge of the County, its communities, and the projects already underway make him the right person for this job,” County Executive Ken Ulman said in a statement.

“I look forward to Tom’s continued leadership as we work to expand and preserve affordable housing opportunities within our communities.” 

In Dec. 2011, of the department after then-director Stacy Spann accepted a similar job in Montgomery County.

Carbo’s career started in the state’s Department of Housing and Community Development, where he was an assistant attorney general. He came to Howard County where he served as assistant solicitor for 13 years, helping to create the Howard County Housing Commission, which he will now head.

“I am proud to work with a dedicated group of people who have made so much progress over the past five years in making Howard County one of the best places to live,” Carbo said in a statement.  

“The projects we are moving forward are advancing the County’s strategic housing plan which will help us to better serve our residents and strengthen our quality of life.”

According to the county executive’s office, the county’s rental units have grown from 370 to nearly 1,000 in the past five years and begun redeveloping two of its low-income housing projects, including the project in Ellicott City.
