Howard County crews were called to the westbound ramp from Route 100 onto northbound Route 29 at about 9:49 p.m. Wednesday, according to a statement released by the Traffic Enforcement Section of the Howard County Police.
Medical personnel pronounced Devan Cheatham Jones, 25, of the 3800 block of Thoroughbred Lane in Owings Mills, dead on the scene, according to the statement.
Police say the preliminary investigation shows that Jones drove his 2010 Kawasaki Ninja motorcycle into the back of a 2011 Toyota Camry that was slowing down to avoid traffic.
According to Howard County Department of Fire and Rescue Services Battalion Chief Joe Dixon, crews found the motorcycle and Jones under another vehicle.
The driver of the Camry, a Baltimore man, was uninjured, police said.
The ramp onto Route 100 was closed until about 12:45 a.m. while police investigated.
Jones's death is the second fatal motorcycle collision in Howard County in less than two weeks. On Sunday, May 20, when his motorcycle collided with a sign post in Marriottsville.
