Police: Man Secretly Videotaped 2 Ellicott City Women

Howard County Police are looking for a man who set up secret video cameras in an Ellicott City condominium shared by two women in their 20s.

Police say the first camera was set up in late June in the bedroom of one of the women; over the next few months, the suspect returned to the condo several times to move the camera to the other woman’s bedroom and bathroom. 

There was no sign of forced entry into the condo, on the 8300 block of Montgomery Run Road, according to police.

One of the women discovered a camera hidden in a closet last month, police said. Images of the suspect were recorded as he set up the cameras. All of the footage of the suspect seems to be during the day, police said, and on several occasions he appears to be wearing the same clothes – possibly a uniform.

In several videos he wears a dark tan or light brown button up shirt and khaki shorts. He is also seen in a light-colored Polo shirt and khaki shorts; in some images he is wearing a Ravens cap. 

Detectives say they have investigated contractors and workers in the area, but that an initial investigation has eliminated any leads or potential suspects. 

Police describe the suspect as a white man in his 30s with a heavy build. He is bald on top with very short or shaved brown hair around the sides and back of his head.

The suspect will face multiple charges of breaking and entering and videotaping a person in a private place without consent. Police ask anyone with information to call them at 410-313-3200.

In 2001, Howard County Police arrested an Elkridge man for secretly videotaping two tenants who were each renting a room and a bathroom from him.

The tenants, 18 and 22, found a VCR and television in a storage room in the basement according to a police statement released at the time. The video tape contained footage from the tenants' bathrooms.

When detectives searched the house, they said they found four pinhole-style cameras hidden in the bathrooms rented by the women as well as a third one in the house, and a bedroom that had a tanning bed, which the women also used.

Police said the man had been recording for as long as eight weeks.

Edward George Campion was sentenced to six months in jail, the Baltimore Sun reported at the time.
