CSX To Fix Retaining Wall in Ellicott City

Lot B will be closed beginning Monday while crews fix damage caused by last year's train derailment.

One of the Historic District’s crumbled retaining walls is on its way to repair.

CSX plans to begin repairs on the retaining wall in Parking Lot B that fell after a CSX train derailed in August killing to young women, according to a statement from Howard County.

The small lot, which looks over the Patapsco River, will be closed beginning Monday, April 22, according to the statement. According to the county, the work should be finished by early August.

Construction work will take place between 7 a.m. and 5 p.m., most weekdays, according to the statement.

“We apologize for any inconvenience that might be caused by this project,” Howard County Executive Ken Ulman said in a statement. “We are working with CSX so that construction is completed as quickly as possible and we can get Ellicott City back to normal fast.”

After the train derailment, Main Street was closed from Aug. 21 through Aug. 24 while crews conducted a preliminary investigation and cleaned up the coal that had emptied from the train cars.

CSX crews have been on the tracks since April 8 doing routine track work, replacing rail along the line from Baltimore to Woodstock, according to spokesman Robert Sullivan. The Howard County phase of that project should be completed next week, he said. 

A design has been completed for reconstruction of the retaining wall in Lot C, on Mulligan’s Hill Lane, according to Director of Special Projects Steve Lafferty. He said that the Department of Public Works hopes to have a contractor on board by the summer.

There are about 350 public parking spaces downtown. Lots A (across the Patapsco on Oella Ave.) and F (off Ellicott Mills Drive) are free. Lots B (on the Patapsco River), C (on Mulligan’s Hill Lane) and E (off Court Ave.) are 50 cents per hour. Lot D is half free, half metered at 50 cents per hour. Parking on Main Street and Maryland Ave. is metered at $1 per hour.
