Report: Howard County Picks Foose as Superintendent
Renee Foose, deputy superintendent of schools in Baltimore County, will take office after Sydney Cousin steps down.
The Howard County Board of Education has selected Renee A. Foose as the new superintendent of schools, according to the Howard County Times.
Foose had been serving as the deputy superintendent of schools in Baltimore County since April, 2011. Prior to that, Foose worked in several capacities for the Montgomery County School System, including as a teacher, director of school performance and assistant superintendent.
"She is our first choice, and we are so thrilled she said yes," French told the Times of the board's unanimous decision to choose Foose.
After contract negotiations and an official approval from the state superintendent, Foose will step into the position July 1, when current superintendent Sydney Cousin steps down.
Residents first met Foose and the other finalist for the position, S. Dallas Dance, Monday night at two meet-and-greet events.
Foose said she would prepare for any impending budget difficulties that may arise if counties become responsible for some of the teacher pension burdens, by "engaging the workforce, maximizing individual talents," and putting people where their talents are most needed.
She added, "By no means do I support cutting anything that impacts classrooms or schools."
Meanwhile, Patch has reported that Dance, the other finalist in the competition, has accepted a position with the Baltimore County Public School System.

The citizens of Howard county have not been allowed a voice.
The menbers of the BOE who bought into this charade need to take their 1 superintendent candidate and crawl out of Howard county. No one respects this and no one should accept anything these people have to say for themselves.

Jack, do you support school vouchers? I ask because you seem to do nothing but complain about HCPSS, yet your suggestions for improvement seem really dumb (like more input from the grandstanding whackos on Howardpubliced). If you're that outraged you're paying too much attention.

It appears the mic was left on because at the first meet and greet sesion Central Office employees and school administrators were allowed to asked questions from the floor. The public , all of us were denied an opportunity to ask questions. The "grandstanding whackos" appear to be firmly entrenched in the hcpss.
Ohai, go ahead and make your case for or against school vouchers and we will have that discussion here or come to Howardpubliced and we can have it there. Places like Patch and Howardpubliced which encourage and allow public discussion are few and far between. I am greatful for both.

Hey Patch Staff: How about you do some investigative journalism and let us know how much Cousin made the last 4 years (pay plus retmt plan/healthcare bfts) and compare it to how much total Comp is offered to Foose? We the private sector taxpayers should not be denied this information. It's OUR money they're spending. I happen to know it's a massive 'total comp' figure, then they don't want to pay taxes on all of it, so they shelter a huge portion in deferred comp retmt vehicles. Very annoying that the 'public servants' get treated like royalty.

Then you need yo look at when Cousin checked out which more then a year ago followed by the appointment of Perkins to deputy superintendent, a position which was unnecesary and long vacant in order to perform his job while he sat collecting his salary with memory loss. Foose went from 162K in Montgomery county to 214K in Baltimore county with serious questions about her salary being asked since April of 2011 and now on to all the lavishes insanity has to offer at Howard county. We need to question every penny we give these people because there is very little to justify it.

My perspective may be harsh but is the truth. Clouded is the secrecy the hcpss operates in. The solution is simple, transparent and inclusive. What is wrong with including the public in public education?

@JustDoIt: Jack didn't 'personally attack' anyone, and he's not being 'narrow-minded'. Don't know where you came up with that. "Immaturity for this type of media"? Where'd you dream that up?
And Jack & I DO have solutions......shine the light of day on the total Compensation being offered. Heck, as the private sector taxpayers paying for this madness, I'd like to offer total Comp package of $150k including all benefits, and no one else in the County except maybe County Exec should make more than $120k including benefits. They're supposed to be public servants, not greed-barons, and the job market is tight -- the applicants for that type of pay would show up. Period.
